Nick Burns retired as the Chief of Police for the Chicago Police Force to get away from the Murder and mayhem of the big city. He accepted a new job as Chief of Police for the sleepy little City of Frederick Maryland; only to discover that there is a serial killer on the loose. Not to mention a rapist who is terrorizing the young women of the City.
